Joe will share insights on the key land use and design decisions that have shaped Arlington’s Rosslyn-Ballston corridor .
Joe Wholey chaired the Arlington County Board 3 times in the early and mid-1970s and chaired the Long-Range County Improvement Program, a two-year strategic planning process undertaken as Metro came to Arlington.
Joe is fellow of the National Academy of Public Administration, professor emeritus at the University of Southern California’s Price School of Public Policy, and author of many books and journal articles. Joe served as Deputy Assistant Secretary for Planning and Evaluation in the U.S. Department of Health and Human Services, Senior Advisor to the Deputy Director for Management in the U.S. Office of Management and Budget, and Senior Advisor for Performance and Accountability in the U.S. Government Accountability Office. He also chaired the Virginia Board of Social Services, the Metro Transit Authority, Capital Hospice, the Arlington Partnership for Affordable Housing, and the Alliance for Housing Solutions.
